WASHINGTON (AP) -- While U.S. Transportation Secretary Mary Peters says private investment can help build the nation's highways, Governor Beebe isn't so sure the idea can work in Arkansas.

Speaking to the National Governors Association Sunday, Peters touted toll roads that would be privately funded. Beebe said that largely rural states would not generate enough traffic to justify private investment in toll roads.

Beebe went on to question why the United States spends money to build roads in foreign countries but is reluctant to spend money domestically. Peters said the foreign investment has played a significant role in keeping the U.S. safe from terrorist attacks.

Separately, the Delta Regional Authority said the government should consider building roads that can be used to attract businesses. It is seeking $18 billion for 3,843 miles worth of new roads.
